You won't believe it, but fish have the same requirement for oxygen that we have. On the other hand, they get it from the water. The presence of oxygen in the water as dissolved oxygen is required for the survival of fish and/or bait.
The addition of an aeration system will contribute to the enhancement of the existing levels of oxygen in the water. To accomplish this goal, you will need either an external pump and air stones or some other form of equipment that circulates water. If you can find a way to merge the two, that would be ideal (aeration and circulation).
